Empowering the Next Generation: The Autumn Camp on Financial Security in Kyrgyzstan

From September 8 to 13, 2024, the picturesque Issyk-Kul region of Kyrgyzstan played host to an innovative initiative aimed at bolstering financial security awareness among the youth. Organized by the State Financial Intelligence Service (SFIS) in collaboration with the OSCE Programme Office in Bishkek, the Autumn Camp on Financial Security served as a preparatory platform for the Kyrgyz Youth National Team ahead of the IV International Olympiad on Financial Security, which concluded on October 4, 2024.

A Focus on Financial Security

The five-day camp was designed to equip aspiring financial security professionals with the knowledge and skills necessary to navigate the complexities of modern financial threats. Participants, who were finalists of the 2024 National Olympiad on Financial Security, engaged in advanced training and mentorship sessions that covered a wide array of critical topics. These included cybersecurity, anti-money laundering and combating the financing of terrorism (AML/CFT), cryptocurrency, and risk management.

The curriculum was not merely theoretical; it emphasized practical application through hands-on activities. Participants delved into financial investigations and analyzed real-life case studies, enhancing their understanding of contemporary financial challenges and the strategies needed to mitigate them.

Celebrating Success

The efforts of the participants bore fruit when Sezim Kubanychbekova and Ainazik Mamaeva achieved remarkable success at the IV International Olympiad on Financial Security. Kubanychbekova secured first place in the International Relations section, while Mamaeva topped the Economics section. Their achievements not only highlight their individual talents but also underscore the effectiveness of the training provided at the Autumn Camp.

Addressing Modern Challenges

Ambassador Alexey Rogov, Head of the OSCE Programme Office in Bishkek, emphasized the importance of adapting to the evolving landscape of financial security. "With the advancement of digital technologies, we are confronted with new challenges such as cyberattacks, cryptocurrency fraud, and data breaches," he stated. Rogov stressed the necessity of developing new security mechanisms and educating the younger generation on financial literacy and security principles.

This sentiment was echoed by Asangulov Kanat Kubatovich, Chairperson of the SFIS, who remarked, "Financial security is a growing priority in today’s global economy. This camp offers a unique opportunity for students to apply their theoretical knowledge in practical settings, fostering collaboration and innovation in financial protection."

The Autumn Camp is part of a broader initiative by the OSCE to cultivate future financial security specialists in Kyrgyzstan. Since 2022, 16 students who participated in similar programs have successfully transitioned into the AML/CFT sector, taking on vital roles in national security, compliance, and financial intelligence. This initiative not only addresses immediate needs but also lays the groundwork for a sustainable future in financial security.
