Strengthening Ties: Singapore’s Defence Minister Visits India
In a significant move to bolster bilateral relations, Dr. Ng Eng Hen, the Defence Minister of Singapore, embarked on a three-day visit to India from October 21-23, 2024. This visit is particularly noteworthy as it coincides with the upcoming 60th anniversary of diplomatic relations between India and Singapore, as well as the 10th anniversary of India’s Act East Policy, which has positioned Singapore as a pivotal partner in India’s engagement with Southeast Asia.
A Meeting of Minds at Rashtrapati Bhavan
On October 22, 2024, Dr. Ng Eng Hen was warmly welcomed at Rashtrapati Bhavan by President Droupadi Murmu. The meeting underscored the historical and cultural ties that bind the two nations. President Murmu highlighted the recent elevation of their bilateral relationship to a Comprehensive Strategic Partnership, emphasizing the importance of this development in the context of regional stability and security.
The President also expressed her confidence in the success of the ASEAN-India Maritime Exercise, co-hosted by Singapore, and looked forward to the upcoming joint military exercises between the armed forces of both nations. She stressed the need for enhanced collaboration between the defence research and development teams of India and Singapore, particularly in light of rapid technological advancements and the growing significance of cybersecurity, automation, and artificial intelligence in the defence sector.
Sixth India-Singapore Defence Ministerial Dialogue
Earlier that day, Dr. Ng Eng Hen and Indian Defence Minister Rajnath Singh co-chaired the 6th India-Singapore Defence Ministerial Dialogue. Both ministers acknowledged the long-standing defence relations rooted in shared perspectives on regional peace and security. A significant outcome of the dialogue was the agreement to extend the bilateral Joint Military Training (JMT) agreement for an additional five years, facilitating mutual training and interoperability between the Indian Armed Forces and the Republic of Singapore Armed Forces (RSAF). This extension is crucial for ensuring that both nations remain prepared for future collaborative missions and regional security challenges.
Enhancing Industrial and Cybersecurity Cooperation
A key focus of the Defence Ministerial Dialogue was the enhancement of industrial cooperation, particularly in the defence manufacturing sector. Both sides expressed a keen interest in exploring collaborations in emerging technologies, including artificial intelligence, automation, and cybersecurity. Given the escalating sophistication of cyber threats in the Asia-Pacific region, this cooperation is expected to yield substantial benefits for both nations.
Rajnath Singh expressed gratitude to Singapore for its continued support of India in multilateral forums, particularly during the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), where Singapore served as the country coordinator for India from 2021 to 2024. This mutual support highlights the strong diplomatic ties that underpin their defence cooperation.
Ceremonial Reception and National War Memorial Visit
Dr. Ng Eng Hen’s visit included a ceremonial welcome at Rashtrapati Bhavan, featuring a Tri-Service Guard of Honour—a traditional military salute that reflects India’s respect for Singapore’s Defence Minister and the nation he represents. Additionally, he paid homage to India’s fallen heroes by laying a wreath at the National War Memorial in Delhi, a poignant gesture that underscores the mutual respect and shared values between the two countries.
Joint Military Training (JMT) 2024
Coinciding with Dr. Ng Eng Hen’s visit was the commencement of the 12th India-Singapore Joint Military Training (JMT) at the Air Force Station in Kalaikunda, West Bengal. This annual exercise between the Indian Air Force (IAF) and the RSAF serves as a testament to the deepening defence ties. The JMT focuses on enhancing operational capabilities through advanced air combat simulations, joint mission planning, and debriefing sessions.
This year’s JMT features the largest-ever contingent from the RSAF, which will operate its F-16 and F-15 fighter jets, alongside G-550 Airborne Early Warning and Control aircraft and C-130 transport aircraft. The IAF will contribute its Rafale, Mirage 2000, Su-30 MKI, and Tejas fighter jets, among others. The exercise not only aims to improve military capabilities but also fosters camaraderie through friendly competitions and cultural exchanges.
Looking Ahead: A Stronger Partnership
As India and Singapore prepare to celebrate the 60th anniversary of their diplomatic relations in 2025, the defence cooperation between the two countries is set to grow even stronger. Both nations have committed to enhancing joint military exercises, industrial collaboration, and cybersecurity cooperation. Dr. Ng Eng Hen’s visit has reinforced the strong ties between India and Singapore while paving the way for new avenues of cooperation in the future.
India’s Act East Policy and its Comprehensive Strategic Partnership with Singapore reflect a broader strategic vision aimed at fostering peace, stability, and prosperity in the Asia-Pacific region. As both nations continue to collaborate on defence and security matters, they send a clear message: regional security requires not only military strength but also the sharing of knowledge, technology, and mutual respect.
With a shared commitment to regional peace, India and Singapore are poised to lead by example, demonstrating that robust bilateral ties and cooperation can serve as a cornerstone for stability and security in an increasingly complex world.
