On a significant day for regional diplomacy, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam, attended the 4th ASEAN-Australia Summit and the 21st ASEAN-India Summit held at the National Convention Centre in Vientiane, Laos. Accompanied by His Royal Highness Prince ‘Abdul Mateen, His Majesty’s presence underscored Brunei’s commitment to fostering strong ties within the ASEAN framework and beyond.

The 4th ASEAN-Australia Summit: A Focus on Economic Collaboration

At the 4th ASEAN-Australia Summit, His Majesty delivered a titah that highlighted the progress made towards implementing the “Southeast Asia Economic Strategy to 2040.” He expressed appreciation for the appointment of Business Champions and Investment Deal Teams, which are pivotal in enhancing two-way trade between ASEAN and Australia. His Majesty emphasized the importance of continued collaboration to address global challenges, aiming for a secure and prosperous future for both regions.

One of the pressing challenges discussed was climate change, which has increasingly led to extreme weather events that disrupt agricultural activities and damage infrastructure. Citing a report from the Asian Development Bank, His Majesty pointed out that food security in the region is at risk, with crop productivity projected to decline by up to 50% by 2050. He called for a concerted effort to build resilience through innovative practices, policies, and research across various industries.

His Majesty also expressed hope for Australia’s ongoing support for the ASEAN Centre for Climate Change in Brunei, which is crucial for enhancing regional preparedness and response to climate-related emergencies. The summit reaffirmed Australia’s role as a vital partner for ASEAN, with a shared vision of creating new job opportunities and investments that benefit businesses and stimulate regional trade.

Strengthening Defence and People-to-People Links

The discussions at the summit also touched upon the importance of strengthening defence links and fostering people-to-people exchanges, particularly through education and youth involvement. This commitment to collaboration aims to build a more interconnected and resilient region, capable of facing the challenges of the future.

The 21st ASEAN-India Summit: Celebrating Historical Ties

Transitioning to the 21st ASEAN-India Summit, His Majesty reflected on the long-standing ties between Southeast Asian nations and India, which have flourished for over a millennium through trade and cultural exchanges. These historical connections have laid the groundwork for a Comprehensive Strategic Partnership, fostering close cooperation in various sectors.

In his address, His Majesty acknowledged the rapid transformations and unprecedented challenges in the current global landscape, particularly the digital revolution. He emphasized the dual nature of this revolution, presenting both opportunities and risks. His Majesty underscored the necessity of preparing the workforce, especially micro, small, and medium enterprises (MSMEs), which constitute about 90% of businesses and are crucial for innovation and inclusive growth.

Empowering MSMEs and Digital Transformation

His Majesty urged the ASEAN-India Business Council to spearhead initiatives that promote interactions between MSMEs in ASEAN and India. By facilitating these exchanges and providing digital skills training, the resilience of MSMEs can be enhanced, equipping them to thrive in an increasingly tech-driven world.

During the summit, ASEAN leaders expressed their gratitude for India’s continued support through its Act East Policy. They encouraged further deepening of ASEAN-India ties in mutually beneficial areas, including maritime cooperation, food security, cybersecurity, and digital transformation.

Conclusion: A Vision for the Future

The participation of His Majesty Sultan Haji Hassanal Bolkiah in these summits highlights Brunei’s proactive role in regional cooperation and its commitment to addressing pressing global challenges. Through collaboration with partners like Australia and India, ASEAN aims to build a future characterized by peace, prosperity, and resilience. The discussions at these summits not only reflect the shared aspirations of the member states but also pave the way for innovative solutions to the challenges that lie ahead.
